Applying for a NIF in Portugal Without an Address: What Works and What Comes Later?

You do not always need to have a final Portuguese address before you can apply for a NIF. For many people relocating, that makes sense because the NIF is exactly what helps housing, banking and contracts move forward.

Do you need a Portuguese address for a NIF?
Not always. Official guidance for foreign citizens mentions a valid identity document and, where relevant, proof of an address abroad. That means a Portuguese address is not necessarily the condition for starting the first NIF step.
What address proof can be requested?
- A valid passport or identity card.
- Address proof outside Portugal if it is not already on your ID.
- Clear contact details and context for your application.
- Any representation or power-of-attorney documents if someone is applying on your behalf.
Do not treat that as a universal checklist. Which documents are practically accepted depends on your route, your nationality and the current working method of Finanças.

What does non-resident status mean?
If you are not yet registered as a tax resident in Portugal, the NIF can be issued with non-resident status when the conditions for that route are met. The number stays the same, but your registration may need updating later once your situation in Portugal changes.
What do you often need to update later?
- Your address with the Portuguese tax authority.
- Your tax status once you meet the relevant conditions.
- Alignment with follow-up steps such as CRUE, NISS, banking or healthcare.
When do representation or power of attorney matter?
On some routes, they do. Official information mentions online application via a legal representative and in-person application via Finanças or Loja do Cidadão. Whether representation, certification or translation is required depends on your exact route and documents.
